I have a 13 pound shih-tzu and he'll only be able to sit or curl up to lay in it. I guess he can hang over the side as well. It said for dogs up to 18 pounds but I'd say up to 10 pounds. I was hoping it would keep him in his seat instead of in my lap, but he'd prefer the console or my lap unfortunately.
